Iraq’s Allies Pledge $30 Billion Toward Reconstruction

KUWAIT CITY—Iraq’s allies on Wednesday pledged as much as $30 billion in aid, investments and loans toward the country’s reconstruction, a significant show of support that still fell short of the amount needed to repair the damage caused by the war against Islamic State.
