WASHINGTON—The Federal Reserve’s supervision chief Friday detailed a deregulatory agenda that would adjust thresholds determining capital and liquidity levels at banks, as well as other types of oversight.“If we have a choice between two methods of equal effectiveness in achieving a goal, we should strive to choose the one that is less burdensome for both the system and regulators,” Randal Quarles, the Fed’s vice chairman for supervision, said in prepared remarks for an audience of banking lawyers.
